Chevron’s history in Pasadena goes back to the early days of petroleum refining in southeast Texas. Crown Central Petroleum built the plant in 1919. It was one of the first petroleum refineries on the Houston Ship Channel. Crown owned and operated the plant for over 80 years. Astra, a Belgian trading company, bought it in 2004. Petroleo Brasileiro S.A. acquired a stake in 2006. By 2008, they had full ownership. Chevron U.S.A. Inc. acquired the refinery on May 1, 2019.

The Phillips 66 chemical complex in Pasadena experienced a chemical release in 1989. A flammable vapor cloud ignited, causing a massive explosion. This incident resulted in 23 fatalities. Between 130 and 300 people were injured. The explosion caused extensive damage to the plant. The company and industry safety standards required a double-block system. A single isolating ball valve was open during the release. Air hoses were cross-connected. This caused the valve to open instead of close. The site had no fixed gas detection system.

Today, the Pasadena Power Plant stands as a testament to Pasadena’s growth. It also serves as a reminder of the importance of safety. It’s a critical piece in the puzzle that keeps our city running.
