Territorial Generating Company No 1 PJSC owns and operates the Pervomaiskaya Power Plant. Gazprom Energoholding holds a 51.59% ownership stake. Fortum Power and Heat owns 29.99%. Other stakeholders own the remaining 18.22%.

The Pervomaiskaya Power Plant uses advanced technology. Ansaldo Energia supplied the gas turbines. Kaluga Turbine Works provided the steam turbines and electric generators. Podolsk Machine-Building Plant ZIO delivered the steam boilers.
