Lorries heading east were denied access. This included buses. Traffic was rerouted to the 6th Ring Road. This added to travel time and tolls.

These measures helped a bit. Lorry pile-ups became less frequent. But traffic jams remained. Public opinion was negative. People wanted toll gates repositioned. They also wanted more toll gates. Officials cited technical constraints. They added more toll gates. These were only in a line.

Some toll officials walked to cars. They collected tolls by hand. This eased the problem slightly. But the core issue remained. Even today, traffic jams are common. The Shangqing West Bridge is a place where expressways meet.
