Los Angeles City Council District 9 has a rich history. It was created in 1925. This followed a new city charter. The charter replaced the “at large” voting system. It established a district system with 15 members.

The district’s boundaries have shifted over time. Population changes caused these shifts. The western boundary now includes much of Downtown.

Initially, the ninth ward existed from 1889. It was in Downtown Los Angeles. This included Bunker Hill and the Financial District. Everett L. Blanchard served for fifteen years. He was a Republican member.

In 1925, the district was bounded by Alhambra Avenue to the north. Vernon city line was to the south. Indiana Street was to the east. Alameda Avenue and the Los Angeles River were to the west. By 1964, it covered all of Downtown. In 1990, it included Downtown, Little Tokyo, and Chinatown.

Many individuals have represented District 9. Winfred J. Sanborn served from 1925. Edward R. Roybal resigned to join the U.S. House. Gilbert W. Lindsay held office for many years. Curren Price has represented the district since 2013.

The district includes notable places. The University of Southern California is one. Exposition Park and L.A. Live are others. The Los Angeles Convention Center is also located here.

Each council member represents over 270000 people. They serve a maximum of three four-year terms.
