In 1864, a seed of change was planted in Bucharest. This seed was the decree signed by Prince Alexandru Ioan Cuza, establishing the Chamber of Commerce and Industry of Romania (CCIR). The CCIR, right here before us, blossomed from this seed. It represents a legacy of economic growth and adaptation, echoing through Romanian history. The CCIR initially comprised fifteen chambers strategically placed across the Romanian Principalities, including Bucharest, Craiova, Iași, and others. The Bucharest chamber, our focal point, first opened its doors in 1868. The CCIR immediately tackled vital issues. They initiated procedures for registering businesses, laying the groundwork for the future Trade Register. They advocated for customs offices and even the regulation of Sunday rest. These early actions demonstrate the CCIR’s commitment to establishing a structured and fair business environment. Fast forward to 1886, and King Carol I signed a new law impacting the CCIR, streamlining it from fifteen to ten chambers. King Carol I also inaugurated the impressive Chamber of Commerce Palace in 1911, a testament to the institution’s growing prestige. The CCIR then championed projects like the Bucharest-Constanța railway. They even supported the creation of lower commercial schools. The focus was not just on trade but on building the infrastructure and education needed for long-term economic health. The CCIR’s evolution continued under King Ferdinand in 1925. The Union of Chambers of Commerce and Industry was born, expanding the network to 30 chambers. Their powers broadened, encompassing everything from commercial education to international relations. The CCIR also played a key role in the construction of the Academy of Economic Studies in 1926, underscoring its commitment to economic education. They saw the students as future leaders of the Romanian economy, a vision that echoes the institution’s enduring commitment to progress. Sadly, the CCIR faced a dark period under communist rule. Abolished in 1949, except for the Bucharest chamber, it was reorganized to serve the socialist regime. But even then, its continued existence highlights the inherent value of such an institution. Then came 1990, and the revitalization of the CCIR. It embraced its role as a non-governmental organization. It played a key part in Romania’s economic restructuring and preparation for entry into the European Union. The Camera de Comerț și Industrie a României has witnessed remarkable transformations. It has navigated political shifts, economic upheavals, and always emerged as a vital force in Romania’s economic landscape. Its story is one of resilience, adaptation, and a steadfast commitment to fostering a thriving business environment.
