Amidst the urban tapestry of Osaka, stands the Aozora Foundation, a testament to the power of community and resilience. The Aozora Foundation, whose name translates to “Blue Sky,” was born from the ashes of a long and arduous struggle against industrial pollution in Nishiyodogawa ward. Imagine Osaka in the 1930s, a city teeming with factories, its skyline dominated by smokestacks. Nishiyodogawa, with its 700 factories and 60,000 employees, was the beating heart of this industrial powerhouse. The air, thick with smog, earned Osaka the moniker “Smoke Capital” of Japan. This pollution, a byproduct of rapid economic growth, cast a dark shadow over the lives of Nishiyodogawa’s residents. The Aozora Foundation’s story begins here, in this era of environmental hardship. By the 1960s, a persistent brown haze blanketed the ward. Residents complained of respiratory illnesses, a consequence of the pervasive sulfur oxides and other pollutants. Visibility was so poor that cars and trains were forced to use their headlights even during the day. Life in Nishiyodogawa had become a struggle for clean air. The residents, however, refused to be passive victims. Inspired by activists like Kimio Moriwaki, they began to organize. In the early 1970s, Moriwaki rallied pollution victims, urging them to utilize existing environmental laws. Their collective voice grew stronger, culminating in the formation of the Nishiyodogawa Association for Pollution Patients and Their Families. This association, supported by the Nishiyodogawa Medical Association, began to document the health problems plaguing the community. They filed a lawsuit in 1978 against ten companies believed to be the primary polluters. The ensuing legal battle lasted seventeen long years. The residents, backed by a team of dedicated lawyers and scientists, fought tirelessly for justice. Their slogan, “A Blue Sky for Our Children,” resonated throughout Japan, inspiring other communities facing similar struggles. The Aozora Foundation stands as a symbol of their victory. Finally, in 1995, a settlement was reached. The companies agreed to a four billion Yen compensation package, part of which was earmarked for the establishment of the Aozora Foundation. The foundation’s mission extended beyond environmental remediation. It aimed to revitalize the community, improve public health, and foster trust between citizens, government, and businesses. Today, the Aozora Foundation continues its vital work. It conducts research, organizes educational programs, and shares Japan’s pollution experience with the world.
