Liberal Lutherans wanted elected synods. Revivalists sought self-rule. Both groups desired an ecclesiastical body. This body would consist of clergy and laymen. The 1833 constitution of Hanover allowed this.

A catechism introduced in 1790 caused controversy. Revivalists found it too influenced by the Enlightenment. The government prepared a new catechism. It was based on the catechism of 1634. King George V desired regular confession. However, many liberals viewed this as too Catholic. This sparked the Hanover Catechism Strife.

Pastor Karl Gustav Wilhelm Baurschmidt protested. A crowd accompanied him. Military forces suppressed gatherings. George V eventually withdrew the reformed catechism. He agreed to revise it with an ecclesiastical body.

In autumn 1862, Carl Lichtenberg convened the Vorsynode. This proto-synod comprised 72 members. It became the founding body of the Evangelical Lutheran State Church of Hanover. This united synodals from the existing Lutheran state churches.

The Church of Hanover faced new challenges. Prussia conquered Hanover in 1866. The Kingdom’s consistories established a joint state consistory. This body was based in Hanover. It included representatives from each provincial consistory.

The first ordinary state synod convened in 1869. Hanoverian Lutherans desired a body separate from Prussian rule. The Church of Hanover became a stronghold of Hanoverian separatism. It opposed the Prussian Union.

The Hanoverian Lutherans maintained independence. The Prussian government did not impose the Prussian Union. This avoided further religious quarrels. By 1903, all provincial consistories except Aurich were dissolved.

The Weimar Constitution of 1919 separated state and religion. The Protestant church bodies did not merge. Regional self-confidence and denominational fragmentation prevented this. In 1922, the Church of Hanover joined other churches. They formed the German Evangelical Church Confederation. In 1922, the Church of Hanover had 2414000 parishioners.

Since 1973, the Church of Hanover practices church fellowship. This includes pulpit and table fellowship. It also includes communion in witness and service. Margot Käßmann resigned as bishop in 2010. Ralf Meister succeeded her in 2011.

The Evangelical-Lutheran Church of Hanover is divided into dioceses. Each district is divided into deaneries. These are led by a superintendent. The church has constitutional bodies. These include the Bishop, the Church Senate, and the Synode.

The Synode is the parliament of the Church. Its members are elected every six years. The bishop is the head of the Church of Hanover. The bishop is elected by the Synod. The Bischofsrat consults on ecclesiastical life. It consists of the Landesbischof and regional bishops. The Church Senate prepares bills. It issues ordinances.

The Regional Church Office is the administrative center. The Bishop chairs the College in the church office. The Evangelical-Lutheran Mission in Lower Saxony maintains relationships. These relationships are with overseas partner churches.

The Haus kirchlicher Dienste supports the work of the Church of Hanover. It provides facilities for various work areas. In Loccum, the church maintains a Protestant academy. It also maintains a theological seminary.
