Before its establishment, Kyoto Prefectural Momoyama High School bore the sole responsibility of educating the area’s youth. The opening of Rakusui High School alleviated some of the pressure on Momoyama High School, allowing for a more balanced distribution of students. The original uniform of Rakusui High School consisted of a green blazer and slacks for boys, and a green blazer and skirt for girls.
