Deep within the annals of Chinese history lies a concept, a philosophy, a dream known as 和谐社会 (Héxié Shèhuì), the Harmonious Society. Here in Beijing, the echoes of this ideal resonate, a reminder of a vision that sought to balance the rapid economic growth of modern China with the enduring values of its past. The Harmonious Society, also known as the Socialist Harmonious Society, emerged in the mid-2000s under Hu Jintao’s leadership. It aimed to address the growing social inequalities and injustices that threatened to disrupt the fabric of Chinese society. The concept, however, is deeply rooted in China’s ancient past, harking back to the time of Confucius and the emphasis on social harmony.

The Harmonious Society represents a fascinating blend of old and new. It draws upon the Confucian principles of balance and order, while also incorporating the socialist ideals of equality and justice. Hu Jintao envisioned a society where economic prosperity went hand in hand with social stability, a society where the benefits of growth were shared by all. This ambition wasn’t simply confined to China’s borders. Hu Jintao later expanded the concept to encompass international peace and cooperation, suggesting a “harmonious world” as the ultimate goal.

The implementation of the Harmonious Society, however, faced significant challenges. Critics argued that the pursuit of “stability at all costs” often came at the expense of individual freedoms and dissent. The very term “Harmonious Society” became associated with censorship, even giving rise to the internet slang “River crab” (héxiè), a homonym for “harmonious” used to denote censored content. The irony wasn’t lost on observers. The pursuit of harmony, in some ways, led to a society that some felt became less just and less equal. This divergence between the ideal and the reality became one of the key criticisms of Hu Jintao’s tenure. Despite the challenges and criticisms, the Harmonious Society remains a significant concept in China’s recent history. It reflects the ongoing tension between economic development, social stability, and the search for a balance between the old and the new. The story of the Harmonious Society serves as a powerful reminder of the complexities of progress and the enduring quest for a more equitable and just society.
