Slipping through time, let’s rewind to 1769. Dili, a fledgling capital, was rising from the ashes of Lifau. Governor António José Teles de Meneses chose this spot, nestled between the bay and the protective embrace of Atauro Island. He saw potential in the plains for agriculture and the readily available drinking water, vital resources for a growing settlement. This is the story of Kulau Reservoir, a testament to Dili’s continuous growth and its struggle for survival amidst turbulent times. Kulau Reservoir, with its capacity of 200, stands as a symbol of Dili’s determination to secure its future. As Dili expanded in the late 19th century, so did its needs. A traveler in 1879 described Dili as “small, thriving town,” but noted the absence of cultural venues. Basic necessities like wheat bread and tea were imported. Palm wine and locally brewed spirits were the common drinks. The surrounding swamps posed a constant threat, breeding malaria and earning Dili a reputation as the “unhealthiest port in the archipelago.” Dili needed solutions, and Kulau Reservoir became a part of the answer. The reservoir provided a stable source of fresh water, crucial for the growing town. Kulau Reservoir became a lifeline for the community. It ensured a reliable water supply. This was a stark contrast to the earlier days when nearly every house relied on its own well. Even the idea of moving the capital to the healthier, higher ground of Lahane was rejected due to the difficulty of accessing water there. Fast forward to the 20th century. Dili underwent a period of rapid modernization under Governor José Celestino da Silva. More streets, schools, a library, a museum, and finally, a modern hospital in 1906 marked Dili’s progress. These developments would sadly be ravaged by the destruction of World War II. Kulau Reservoir, however, likely endured, a silent witness to the changing fortunes of the city. Kulau Reservoir has quietly served Dili through its tumultuous journey. It represents the resilience of the Timorese people, their continuous strive for a better future, and Dili’s enduring spirit. From its humble beginnings in the shadow of the newly established capital, Kulau Reservoir stands as a testament to Dili’s enduring quest for progress and stability.
