“Homeland Security Investigations” the sign reads. Ever wonder what goes on inside the Jerusalem office of the Department of Homeland Security? It is more than just an office. It is a critical hub for international security cooperation.

The Department of Homeland Security in Jerusalem plays a vital role. It strengthens the bond between the United States and Israel. This collaboration addresses various security concerns.

In 2022, Under Secretary Robert Silvers visited Jerusalem and Tel Aviv. He signed several security agreements with the Israeli government. These arrangements highlight Israel’s importance. Israel is a key partner in advancing technology and security.

One significant agreement was a Joint Statement of Intent. It was between DHS and the Israel National Cyber Directorate (INCD). This pact demonstrates a shared commitment to combat ransomware. It also promotes cooperative research and development. The goal is to strengthen cybersecurity for critical infrastructure. They also want to increase resilience to cyber threats. Expert exchanges in emerging technology are planned too.

Building on their relationship, DHS and INCD signed another arrangement. This one included Israel’s Ministry of Public Security. INCD joined the Israel-U.S. Binational Industrial Research and Development Homeland Security Program. This initiative facilitates cyber-related research. It enhances both countries’ resilience to evolving threats.

A Memorandum of Understanding was also signed. It furthers the joint work between INCD and DHS’s Transportation Security Administration (TSA). This collaboration advances cybersecurity cooperation. It spans aviation, maritime, mass transit, freight and passenger rail, and oil and natural gas sectors.

The Under Secretary also met with Israeli officials. He met with the Minister of Interior and the Minister of Public Security. They signed an Enhanced Border Security Partnership arrangement. This increases DHS’s ability to detect threats. It does this through biometric information sharing. This arrangement helps Israel join the Visa Waiver Program (VWP). DHS works with the Israeli Ministry of Interior and the U.S. Embassy in Jerusalem. Their goal is to ensure Israel meets all program requirements.

Furthermore, Under Secretary Silvers met with the Israeli Ministry of Defense. They expanded counterterrorism cooperation. A Memorandum of Understanding was signed on behalf of DHS’s Immigration and Customs Enforcement (ICE). This strengthens the partnership in combating terrorist financing. It also targets other illicit financial activities.

In Tel Aviv, Under Secretary Silvers engaged with the Israeli technology industry. They discussed public-private partnerships. They also talked about operational collaboration. The aim is to elevate cybersecurity as a top priority.

During the CyberTech Global Conference, Under Secretary Silvers delivered a keynote address. He emphasized the importance of international cooperation. He also spoke about the U.S.-Israel relationship. They work together to address shared cybersecurity threats. He highlighted DHS’s initiatives. These are the Cyber Safety Review Board (CSRB) and the Joint Cyber Defense Collaborative (JCDC).
