The school’s origins trace back to 1875. It began as Location Ward 155th 溟 Elementary School. In 1887 the school’s name changed. It became 牧野尋常小学校 Makino Jinjo Elementary School. Further changes occurred. In 1896 due to ward mergers, the school was renamed 北河内郡牧野尋常小学校 Kitakawachigun Makino Jinjo Elementary School.

In 1910 a higher elementary school was added. The name then changed to 北河内郡牧野尋常高等小学校 Kitakawachigun Makino Jinjo Higher Elementary School. A devastating typhoon struck in 1934. The school suffered damage. Tragically 15 children and 2 staff members died.

In 1935 the school’s name changed again. It became 北河内郡殿山第一尋常高等小学校 Kitakawachigun Tonoyama Daiichi Jinjo Higher Elementary School. This change coincided with the establishment of Tonoyama Town.

By 1941 the school was renamed once more. It became 北河内郡殿山第一国民学校 Kitakawachigun Tonoyama Daiichi Kokumin Gakko under national reforms. After the war in 1947, with educational reforms, the school finally adopted its current name 枚方市立殿山第一小学校 Hirakatashiritsu Tonoyama Daiichi Shōgakkō. This name reflects its location in Hirakata City.

Throughout the 1950s the school district changed. This was due to residential development. New schools opened in the area. In 1957 part of the district was separated. It went to the newly established Yamada Elementary School. This school is now 明倫小学校 Meirin Elementary School. In 1968 高陵小学校 Koryo Elementary School was separated from this school. 小倉小学校 Ogura Elementary School opened in 1972 resulting in district changes. 蹉跎東小学校 Satato Higashi Elementary School opened in 1973. This led to further district adjustments.

Today 枚方市立殿山第一小学校 Hirakatashiritsu Tonoyama Daiichi Shōgakkō continues to serve its community. It provides education. It fosters a safe and supportive learning environment. The school aims to develop well-rounded students. They encourage students to think critically and creatively.
