Seeking refuge can be a harrowing journey. The Ghana Refugee Board, right here in Accra, stands as a beacon of hope for those fleeing persecution and conflict. Established in 1992 under the Ghana Refugee Law, the Ghana Refugee Board manages all refugee-related activities within the country. It operates under the Ministry of the Interior. The board interviews individuals seeking refuge. It grants refugee status to those escaping civil conflict or political persecution. The Ghana Refugee Board also oversees all refugee camps in Ghana.

The board’s work extends beyond simply granting asylum. It collaborates with other agencies, especially during times of crisis. For example, in 2011, there was an influx of refugees from the Second Ivorian Civil War in neighboring Côte d’Ivoire. The Ghana Refugee Board worked with the UNHCR and Ghanaian agencies like NADMO to provide assistance. They set up a transit center at the Elubo border and sought land for temporary shelters. Later, a more permanent camp was established in the Elembelle constituency. The UNHCR also established a camp in Ampain with a capacity for 3,000 refugees.

The Ghana Refugee Board has faced complex challenges. The Budumburam camp, located in Ghana’s Central Region, houses over 11,000 Liberian refugees, many of whom have lived there for over two decades. In 2008, approximately 500 of these refugees staged a sit-down strike. They were protesting the repatriation arrangements to Liberia. As of 2008, only a small fraction, 198 out of the 11,000, accepted repatriation. While many refugees requested resettlement elsewhere, the Ghana Refugee Board explained that no other country was willing to accept them. This led to plans for local integration within Ghana, a move met with resistance from the refugee community. The Ghana Refugee Board’s work here in Accra continues to be crucial. It provides a vital service in a complex world. The board strives to uphold the rights and well-being of those seeking safety within Ghana’s borders.
