Phường Bình Thuận has a story of administrative change. In 2024, a resolution was passed. It concerned arranging administrative units. This affected the district and commune levels in Da Nang. The resolution took effect on January 1 2025. Phường Hòa Thuận Đông was merged into Phường Bình Thuận. This added 1.14 km² of area. It also added 19052 people to Phường Bình Thuận.
Phường Bình Thuận now covers 1.72 km². Its population in 2023 was 34084 people. The population density is 19816 people per km². Phường Bình Thuận is in a central location. It shares borders with several areas. Sơn Trà District is to the east. Hòa Thuận Tây Ward and Thanh Khê District are to the west. Hòa Cường Bắc Ward is to the south. Phước Ninh Ward is to the north.
In October 1955, the government established Đà Nẵng. Quận I included Bình Thuận. In January 1973, the government dissolved the 9 khu phố of Quận I. They created 7 new wards.
In February 1976 Quảng Nam and Quảng Tín provinces merged. Thị xã Đà Nẵng was included. The new province was Quảng Nam – Đà Nẵng. Quận I II and III of Đà Nẵng were temporarily under this province. In August 1977 the government merged Quận I II and III into Đà Nẵng. In November 1996 the National Assembly split Quảng Nam – Đà Nẵng province. They created Quảng Nam province. They also created Đà Nẵng city directly under the central government. Đà Nẵng included the old city. It also included Hòa Vang and Hoàng Sa districts.
In January 1997, the government established Hải Châu District. It was based on khu vực I of the old Đà Nẵng city. It included 12 wards including Bình Thuận. After administrative adjustments Hải Châu District had 2059 ha of area. It had a population of 198829 people. It contained 13 trực thuộc wards.
Hải Châu District is planned to be a central development area of Đà Nẵng. It will focus on urban economic and cultural development. The district is focusing on planning and architectural design. This includes the western Han River landscape. It includes investment in the Nguyễn Văn Trỗi pedestrian bridge and parks. Urban design focuses on residential area reconstruction.
The People’s Committee proposed studying 4 locations. They were submitted to the city for consideration. This supplements the “Urban Reconstruction” project. Bình Hiên Ward is being studied. It covers about 3.2ha. The total estimated cost is 350 billion đồng. Other areas of the district are also under study and reconstruction. Thanh Bình and Thuận Phước wards will have redeveloped transportation systems. This covers about 60ha. The estimated cost is about 6000 billion đồng. The Hòa Thuận Đông – Nam Dương – Bình Hiên – Bình Thuận area is under study. It covers about 50ha. The estimated cost is about 5000 billion đồng. The area opposite Chợ Mới is also being considered. It covers about 12ha. The estimated cost is about 1200 billion đồng.
Hải Châu District is implementing urban reconstruction in Nại Hiên B – Bình Hiên ward. This aims to gain experience for other areas in the district. In April 2023 the city approved the 2023 land use plan for Hải Châu District. This includes land allocation land acquisition and land use conversion plans.
Phường Bình Thuận is more than just a location. It is a testament to Da Nang’s dynamic evolution.
