Walk-up enrollment isn’t allowed at the Tuscan Tent Area. Referrals come through the City’s Coordinated Street Outreach Program. The San Diego Police Department can also make referrals. People can dial 2-1-1 for assistance too.
To be eligible, individuals must meet specific criteria. They must be homeless as defined by the U.S. Department of Housing and Urban Development. They must be 18 or older and reside in the City of San Diego. A signed Terms of Service Agreement and acknowledgment of site rules are also required.

However, some things are not allowed. On-site drug or alcohol use is prohibited. Violent behavior will not be tolerated. Registered sex offenders are not permitted. Missing curfew more than three times can result in removal from the program.
