Cambodia’s penal system holds a dark reality. Kandal Provincial Prison stands as a stark example. This prison, originally built to house a mere 318 inmates, has become a tragic symbol of overcrowding. By December 2020, Kandal Provincial Prison was operating at a staggering 894 percent of its capacity. It held a shocking 2,844 inmates within its walls. This severe overcrowding has dire consequences. It leads to cramped and unhygienic living conditions. It exacerbates the spread of diseases like COVID-19, which ripped through the prison in 2021. In May of that year, 50 cases were reported. Tragically, this is not an isolated incident. Cambodia has the second-highest prison occupancy rate globally. Many prisons operate at double their capacity. This highlights a systemic issue within the justice system. The overreliance on pretrial detention contributes significantly to this problem. In December 2024, a staggering 75% of detainees languished in pretrial detention, awaiting their day in court. Kandal Provincial Prison stands as a grim reminder of the urgent need for reform in Cambodia. It underscores the need for a justice system that prioritizes rehabilitation and alternatives to incarceration.
