Unseen but essential, the Chennai Metropolitan Area’s boundaries define much of the city’s development. Let’s understand the importance of this site boundary. The Chennai Metropolitan Area or Greater Chennai is a sprawling region. It is the fourth-most populous metropolitan area in India. It ranks as the 35th most populous in the world.

This area includes the core city of Chennai. Chennai is coterminous with the Chennai district. The boundary also encompasses suburbs within Kanchipuram, Chengalpattu, Thiruvallur, and Ranipet districts.

The Chennai Metropolitan Development Authority or CMDA plays a crucial role. It is the nodal agency for town planning and development. In 1974, the metropolitan area was initially defined. It covered 1,189 square kilometers around the city. In 2022, it expanded significantly. It now covers 5,904 square kilometers.

Imagine the challenges of managing such a vast area. The expansion reflects Chennai’s rapid growth. Several settlements on the outer edges needed to be included under CMDA’s planning. Other Indian metropolises had already expanded their metropolitan regions. Chennai had not been altered since 1974, making the update essential.

In 2012, CMDA proposed two options to the Tamil Nadu government. The first option included Chennai and seven taluks each from Tiruvallur and Kancheepuram. This would have extended to 4,459 square kilometers. The second option was even larger. It included the entirety of Chennai, Tiruvallur, and Kancheepuram districts plus Arakkonam taluk totaling 8,878 square kilometers.

In 2017, the government declared its intention to expand the CMA to 8,878 square kilometers. The process was expected to be complete by July 2018. However, it faced some hurdles.

On January 22, 2018, a government order declared the intention to include additional areas. This was under the Tamil Nadu Town and Country Planning Act of 1971. The government allowed two months for comments or objections. Some objections were indeed received. A public interest litigation was filed at the Madras High Court in March 2018.

Eventually, the plan was modified. In October 2022, the metropolitan area was expanded to 5,904 square kilometers. This boundary now includes four municipal corporations. They are Greater Chennai, Tambaram, Avadi, and Kancheepuram. There are also 12 municipalities. These include Arakkonam, Mangadu, and Tiruvallur. Smaller panchayats are also part of the area. They are spread across Chennai, Thiruvallur, Kancheepuram, Chengalpattu, and Ranipet districts.

CMDA oversees the planning and development. It is a Tamil Nadu State Government organization. CMA is divided into three zones: north, central, and south.

The state government has also announced six satellite townships. These are Minjur, Thirumazhisai, Chengalpattu, Mamallapuram, Kancheepuram, and Tiruvallur. These were created through Government Orders in 2023.

The CMDA regulates developments. It issues planning permissions under the Tamil Nadu Town and Country Planning Act of 1971.
