Gazing upon the Paulsboro Refinery, one might initially see only a network of pipes and tanks. But within this industrial landscape lies a story of transformation, resilience, and energy. The Paulsboro Refinery, situated on the Delaware River, has been a vital part of the region’s industrial fabric since its beginnings in 1917. Originally designed by Vacuum Oil Company to produce lubricating oil, with gasoline and kerosene as byproducts, the refinery has evolved significantly over the years.
PBF Energy currently operates the 950-acre Paulsboro Refinery. It processes medium-to-heavy sour crude oils, yielding gasoline, heating oil, and jet fuel. The refinery holds a unique distinction: it’s one of only two facilities on the East Coast equipped to process petroleum coke. Its strategic location provides access to multiple transportation methods, including pipeline, ship, barge, truck, and rail. The complex boasts a Nelson complexity rating of 13.1, a testament to its sophisticated processing capabilities. Key units within the refinery include a delayed coking unit, a fluid catalytic cracking unit, hydrotreating units, a reformer, an alkylation unit, and a facility capable of processing 12,000 barrels per day of lube oil. The Paulsboro Refinery’s storage capacity is equally impressive, holding approximately 7.5 million barrels of crude oil and finished products.
In 2010, PBF Energy, backed by the Blackstone Group and First Reserve Corporation, acquired the refinery from Valero Energy Corporation for approximately $360 million. This acquisition brought together the Delaware City refinery and the Paulsboro Refinery, creating substantial synergies due to their proximity. This strategic move consolidated PBF Energy’s position in the region, creating a refining hub with a combined capacity exceeding 375,000 barrels per day. The sale marked a new chapter for the Paulsboro Refinery. PBF Energy committed to retaining the existing workforce, recognizing the value of their experience and expertise.
The Paulsboro Refinery has not been without its challenges. In 2004, the oil tanker Athos 1 spilled 265,000 gallons of crude oil into the Delaware River while preparing to dock at a nearby refinery. While Citgo, the operator of the refinery at the time, was later cleared of liability, the spill had a long-lasting environmental impact. This incident underscores the inherent risks associated with the transport and processing of crude oil. Despite this setback, the Paulsboro Refinery continues to operate, providing essential fuels to the region. It stands as a testament to the enduring importance of the energy industry.
