Within its walls, community leaders and residents wrestled with complex issues. They searched for solutions to balance environmental concerns with the livelihoods of those dependent on the landfill. Over 600 waste pickers, organized into groups like the Barangay Inayawan Scavenger Association (Bisa), relied on the landfill for survival. Earning between ₱200 and ₱300 a day, they salvaged recyclable materials. Their lives became an integral part of the Inayawan narrative, often discussed within the hall’s confines. In 2015, Cebu City allocated ₱2.5 million for the landfill’s closure and rehabilitation, a decision marking a turning point for Inayawan. The Inayawan Barangay Hall bore witness to the anxieties and hopes surrounding this transition. Beyond the landfill issue, the hall serves as the hub for all barangay affairs. From road rehabilitation requests to local fiesta planning, the building pulsates with the rhythm of community life. It embodies the resilience of Inayawan’s residents, their determination to build a better future amidst the challenges. Aling Maria smiled, her eyes still fixed on the Inayawan Barangay Hall. “It’s more than just a building,” she said, “it’s the heart of Inayawan.”
