The Typhoon Shelter has become more important, especially after the devastation of Typhoon Mangkhut. This catastrophic cyclone caused extensive damage in 2018. It highlighted the urgent need for better coastal protection.

KCAP+FELIXX developed the ‘Triple Dike Strategy’. It is a multifaceted dike system for climate adaptation. This strategy connects water safety with ecological development. The Triple Dike moves away from a generic protection wall. It creates three development zones. These zones are embedded in current conditions. They respond to the future needs of each area.

The first ‘outer’ dike zone increases resilience. It does this through wave attenuation. It reduces erosion. It enhances sedimentation.

The second ‘middle’ dike is an elevated embankment. It stops storm surges and wave water. It is a multifunctional zone. It could be a hilly park. It could be an elevated waterfront with urban promenades. It might even be a public building.

The third ‘inner’ dike is a hybrid structure. It manages rainwater following the principle of a sponge city. Runoff from villages and mountains is buffered. It is delayed. It is temporarily stored in rain parks and wetlands.

Most urban expansion focuses around four existing villages. Xigong Town expands along a restored stream. Shagang Town grows around new terraced orchards. Hesou Town is upgraded with a central civic street. Xinwu Town develops around a new health retreat.
