Here at the University of Macau, the Procurement Section plays a crucial role. It ensures the university acquires necessary goods and services efficiently. The Procurement Section operates under a strict policy. This policy emphasizes open and fair competition for all suppliers.

The Procurement Section is responsible for all purchasing activities. This includes goods, works, and services. All activities conform to government laws and regulations. Contractual obligations are also followed.

Tender evaluations are comprehensive. The Procurement Section considers more than just price. They assess compliance with user requirements. Ability, capacity, integrity, and performance are also reviewed. The quality of the product is important. Environmental factors and financial status matter too. Product origin, delivery, after-sale support, and customer-supplier relations are all part of the evaluation.

There are different types of tenders. Public tenders are used for large purchases. These exceed MOP4,500,000.00 for goods and services. For works, the threshold is MOP15,000,000.00. These tenders follow procedures outlined in Macau Government Procurement Law. Tender announcements and documents can be found on the University website. They can also be purchased at the Procurement Section counter.

Written consultations are used for smaller purchases. These are below the public tender threshold. The Procurement Section invites quotations from at least three potential suppliers. These suppliers must be on the University’s approved list. New suppliers must register through the University of Macau’s system. This happens before they can submit a quotation.

Direct consultation is used in specific circumstances. These are defined by law. In these cases, a public tender or written consultation may be waived. The Procurement Section directly approaches potential suppliers. They request a quotation.

Suppliers who want to bid must follow certain rules. They must submit tenders or quotations before the deadline. The purchase reference number and subject must be clearly marked on the envelope. Registered suppliers can submit directly to the Procurement Section. New suppliers must first register with the University of Macau. They use the “System of Registered Suppliers.” This registration must occur before submitting any quotations.

Sands China also has a strong procurement program. They focus on providing equal opportunities. Sands China is committed to supporting the local community. They launched the Local Small, Medium and Micro Suppliers Support Programme in 2015. Sands China expects suppliers to meet governmental standards. They also require rigorous background inspections. Suppliers must also hold their own suppliers to these high standards.

For any inquiries, the Procurement Section is available. They are located in the Office of Administration at the University of Macau. You can contact them by fax or email. The Procurement Section ensures fair and transparent procurement. They support the University’s needs efficiently.
