The bridge is managed by CFR. The road and tram lines are managed by the City Hall. This division of responsibility has led to years of stagnation. The two institutions have failed to synchronize their efforts.
Locals complain about Pod Constanța. They see it as a public hazard because of its advanced state of disrepair. Images clearly show its degradation.
CFR claims that the City Hall has not issued permits for its rehabilitation. The City Hall wants to increase the number of traffic lanes. CFR will now conduct a new assessment. They will create a technical project that meets the municipality’s demands. The rehabilitation works could start in 2018 at the earliest.
The City Hall says it needs to coordinate with the Ministry of Transport. This coordination is similar to modernizing the bridge and rehabilitating the road. These works include tram tracks on Calea Griviței.

Pedestrians struggle. The sidewalk is narrow. There is a risk of accidents. Cyclists must weave through traffic. There is no safe way to cross the underpass.
The underpass becomes heavily congested during rush hour. This congestion blocks traffic because it cannot handle the volume of vehicles. Besides traffic jams, the bridge’s state of disrepair poses a risk of disaster. Pod Constanța was built in 1938. It was repaired only once in the 1980s. It has been patched up occasionally since then. The construction of metro line 4 further damaged it.
Around 300 people signed the USR Sector 1 petition. Pod Constanța requires urgent rehabilitation and increased traffic capacity.
