Around 760 tents stand here in the Pepper Tent Area. This isn’t just any campground. This is the San Diego Safe Sleeping Program a lifeline for those experiencing homelessness.

The Pepper Tent Area is a vital part of San Diego’s Comprehensive Shelter Strategy. It provides a safe low-barrier alternative to traditional shelters. Mayor Todd Gloria and Councilmember Stephen Whitburn launched this innovative program in June 2023. Its purpose was to address the dangerous and unsanitary conditions of street encampments.

Each tent offers space for up to two people. This allows couples or individuals with caretakers to stay together. More than just a place to sleep the Pepper Tent Area offers meals transportation and vital support services. Housing navigation is also provided helping residents find permanent housing. Participants can even bring their pets.

The program’s success has been remarkable. This year alone 118 participants have found permanent housing. Dreams for Change and the Downtown San Diego Partnership manage the sites. They are crucial partners in this city-wide initiative. The program’s expansion shows the City’s commitment to helping individuals experiencing homelessness. It’s a safer healthier option than living on the streets.
