Roman Forest began as a residential subdivision. Developers chose the name because of the area’s wooded terrain. Residents voted to incorporate it by the mid-1970s. They then established a city government.
In 1980, Roman Forest had 929 residents. The population grew to 1,033 in 1990. By 2000, it reached 1,279. The 2020 census recorded 1,781 people. Recent estimates suggest over 2,000 call Roman Forest home.
Roman Forest operates under a General Law Type A government. A mayor and five council members lead the city. Currently, Chris Parr serves as mayor. The council includes Mitchell Davis, Nelda Adkins, David Mullane who is Mayor pro tem, Greg Partin and James Brooks.
The city has its own police department and municipal court. Fire and first responder services come from the East Montgomery County Fire Department. This is also known as Montgomery County Emergency Service District No 7.
Located near the East Fork of the San Jacinto River, Roman Forest is about thirty-two miles northeast of Houston. Conroe is twenty-three miles southeast. The city covers a total area of 2.20 square miles. Most of it is land.

Roman Forest is served by the New Caney Independent School District. Students attend Dogwood Elementary, Keefer Crossing Middle School, and New Caney High School. Lone Star College also serves the area. It was formerly known as the North Harris Montgomery Community College District.
