The Delhi Legislative Assembly a unicameral legislature first took shape on March 7 1952. Home Minister K N Katju inaugurated it then. It initially housed 48 members. The Assembly played an advisory role. It also held law-making power. Brahm Prakash led its first Council of Ministers becoming Delhi’s first Chief Minister.

However its journey wasn’t smooth. The States Reorganisation Act of 1956 changed Delhi’s status. It became a Union Territory. The Assembly and Council of Ministers were abolished. Delhi’s governance shifted. A Municipal Corporation emerged. The Assembly’s role diminished but not for long.

The Delhi Administration Act of 1966 brought the Delhi Metropolitan Council. It had 56 elected and five nominated members. The Lt Governor of Delhi headed this council. The Council lacked legislative power. Its role was purely advisory. This setup lasted until 1990. A period of change was coming.

In 1991 the Constitution’s Sixty-ninth Amendment Act revived the Delhi Legislative Assembly. The Government of National Capital Territory of Delhi Act followed. Delhi officially became the National Capital Territory. The Assembly’s power grew. Its constitutional role solidified.

The Assembly building itself holds a story. Built in 1912 it originally housed the Imperial Legislative Council. Later it became the Central Legislative Assembly. E Montague Thomas designed this impressive structure. It served until the new Parliament House opened in 1927. It then became the seat of the Delhi government. This building has witnessed much.
